So, Who Has Committed Treason?

January 22, 2009 – 7:31 pm

Yulia Tymoshenko’s handling of the 2009 gas crisis shows up the ridiculous nature of the treason charges launched against Tymoshenko last summer by the presidential secretariat.
The Western media regularly use the term ‘pro-Russian’ to describe post-Soviet leaders without explaining that ‘pro-Russian’ can mean very different things in Minsk and Kyiv compared to Moscow. Russia proved unable to build a union, despite a decade spent trying, with the most ‘pro-Russian’ leader in the world, Belarusian President Alyaksandr Lukashenka.
Does this not tell us something about how ‘pro-Russian’ means very different things in Moscow compared to Minsk and Kyiv?
Has Russian learnt its lessons from 2004 that there are no ‘pro-Russian’ politicians, in the manner Russia defines ‘pro-Russian’, in Ukraine? Russia will never find a politician in Ukraine that could be defined as sufficiently ‘pro-Russian’ (the Communist Party will never win the presidency).
In February 2007, Prime Minister Tymoshenko, the Ukrainian politician with whom Russia could negotiate a ten-year gas contract, mobilised a 430 parliamentary vote against the privatisation of Ukraine’s pipelines that was supported by the majority of the ‘pro-Russian’ Party of Regions. Tymoshenko prepared for the gas crisis by storing 4 months gas, supported a strong line during the 2009 gas crisis and demanded a reciprocity from Russia on EU observers being permitted into Ukraine only if Russia permitted them to enter Russia.
Meanwhile, the ‘anti-Russian’ president supported the re-introduction of RosUkrEnergo into Ukraine’s gas relationship four years ago and permitted it, according to RosUkrEnergo co-owner Dmytro Firtash, to control three quarters of gas distribution inside Ukraine. This fact is, as former Defense Minister Anatoliy Grytsenko states, a direct threat to Ukraine’s national security.
Worst still, the head of Naftogaz Ukrainy when the 2006 contract was signed was the head of the extreme right Congress of Ukrainian Nationalists (KUN), a successor to the Stepan Bandera wing of the Organisation of Ukrainian Nationalists and one of the most anti-Russian political organisations in Ukraine. No wonder KUN was jokingly referred to as Komitet Upravlinnia Naftohaz.
Who then is ‘pro-Russian’ in Ukraine? And, more importantly, who has betrayed Ukraine’s national interests? Tymoshenko in 2009 or Yushchenko in 2006?
This year will be the first where Ukraine will not import gas using intermediaries. Next year will be the first where Ukraine will pay ‘market’ prices for gas and Russian ‘market’ prices for transit. 2010 will therefore be the first year where Ukraine will be able to conduct a truly independent foreign policy.
As Yulia Mostova writes in this weeks edition of Zerkalo Tyzhnia/Nedeli, ‘That the orange authorities were obviously unaware that an independent foreign policy could only be undertaken next door to Russia by a country which paid the ‘market’ price for gas. Was it really not obvious that NATO, the famine, support for Georgia and demands for the Black Sea Fleet to leave early can be attributes of a sovereign state but then Ukraine should not seek subsidies on gas from a country whose interests are hurt from these policies’ (this is a rough translation of the text below).

  3. Dr. Kuzio, your “Ukrainian” portion comes out as a series of question marks in my browser (FF3). Ditto for Internet Exporer (v.8). You have a code page problem here. I had the same head-scratching problem, preparing my own website which is bilingual Ukrainian/English. Much frustration to correct that.

Checking your source code, I see you have the right charset specification (UTF-8) and this should carry Cyrillic through to all browsers; but here, for some reason, it doesn’t.

I suggest you check your text editor to make sure its own code page setting corresponds to what you have set on your blog. It may have happened that you (unknowingly) typed your Ukrainian text in Windows 1251 and then copied/pasted it into your blog which is set to UTF-8. Presto: question marks.

To avoid that, you should ascertain that your “ASCII” text editor is set to the same code page as your blog, UTF-8, when you do Ukrainian text.

Alternatively, you could try a general charset setting of Windows 1251 in your blog source code instead of UTF-8.

  4. ? ??????? ???????????? ?????? (UTF-8) ?? ??????, ?? ?? ??????? ?????.

A thoughtful piece, but herewith, some comments:

    You cited:

“. . . that the orange authorities were obviously unaware that an independent foreign policy could only be undertaken next door to Russia by a country which paid the ‘market’ price for gas. [. . .] Ukraine should not seek subsidies on gas from a country whose interests are hurt from these policies”

This seems fair enough on the surface. However, how do you actually DETERMINE the “market” price for “Russian” gas sold to Ukraine? (I use quotation marks on the word “Russian” in recognition of the fact that this gas is reportedly stolen by Russians from other nordic peoples).

How do you factor in the cost payable by Russia for the massive Ukrainian slave labour in the Gulag, some of which was undoubtedly used for oil and gas exploration over many years, just as it was used for gold extraction? When does Russia step up to the counter to pay for all that, and for the huge input of Ukrainian know-how and infrastructure during the good old Soviet days; for the not inconsiderable helping hand they received from the Ukrainian Comrade “Enko”‘s in keeping their very own rotten Empire afloat?

No, it is far from an easy matter, to determine a fair “market” price for gas to Ukraine.

  5. Dr. Kuzio, I submit to you something that you probably have already covered – that there are some Russian and Ukrainian oligarchs that are still joined at the hip, and that political “parties” in Ukraine foster those ties. (Ukraine really doesn’t have political parties, does it.)

That is slowly unraveling, but it’s still there. Case in point is Vanco Prykerchenska, in which Akhmetov brought in Novitsky, from Russia, and unknown others, into the Black Sea Shelf deal.

And isn’t it interesting how Bakai, Mogilevych, and other assorted crooks from Ukraine (I won’t say they are Ukrainian, because that is only nominal in their case) seek refuge in – Russia.

Of course, once they’re there, their usefulness to Russia may be questionable.

well, I was scratching my head about the question marks, too. Thanks for the explanation.

Excellent, excellent point about the “market price” of Russian gas.

  13. Today, I went to the beach front with my kids. I found a sea shell and gave it to my 4 year old daughter and said “You can hear the ocean if you put this to your ear.” She placed the shell to her ear and screamed. There was a hermit crab inside and it pinched her ear. She never wants to go back! LoL I know this is completely off topic but I had to tell someone!
